Sir,

During your visit in Europe the International Geodesic Association will meet, I understand, at Geneva about August 20th. Please, proceed to that place, or to whatever place the Association may select for the meeting, and, presenting yourself to the Association as the representative of the United States Coast and Geodetic Survey, request of their generous courtesy permission to attend the meetings, making such reports of your pendulum and spectrum meter work as you may deem advisable. A presentation of the progress of the latter is specially desirable.
