Sir,

I have the honor to state that the Pendulum work of this Survey has so far advanced in this country as to require renewed comparisons of the observations of our work with observations at certain of the initial stations in Europe at which the pendulum work of all the great Geodetic Surveys has been compared. Gravity determinations by the use of the Pendulum form one of the most essential parts of a Geodetic Survey, and the value of these determinations depends on their being bound together, each with all the others that have been made anywhere on the earth. Hence the necessity of initial points for common reference of all instruments used. Geodesy is said to be the one science the successful prosecution of which absolutely depends

 

 

on "international solidarity".

I therefore respectfully request authority to send Assistant C. S. Peirce, who has charge of the Pendulum work of this Survey, to continue the Pendulum observations at the initial points in Europe. His absence from this country required for the work referred to will probably be from May 1st to December 31st, say eight months.

I will state that the expenses of Assistant Peirce's work in Europe, including fare to and fro and all traveling and other expenses will be more than $1.000 less during the fiscal year his party expenses would be if the Pendulum work were continued in this country.
