To the Diplomatic and Consular Officers of the United States in Europe, I have pleasure in introducing to your kind acquaintance Prof. Charles S. Peirce, Assistant of the Coast and Geodetic Survey, who is about to travel in Europe, partly in the interest of the service to which he belongs. Department of State, To all to whom these presents shall come Greeting Know Ye that the bearer hereof Survey of the United States, is about proceeding to Europe These are therefore to request all whom it may concern to permit him to pass freely without let or molestation and to extend to him all such friendly aid and protection as would be extended to like officers of Foreign Governments resorting to the United States. In testimony whereof I William M. Evarts, Secretary of State of the United States of America, have here set my hand and caused the Seal of this Department to be affixed at Washington, this 13th day of April, 1880, and of the Independence of the United States of America the one hundred and fourth.
