Building trust through
communication in times of crisis

In the last year, there have been several crises of confidence with great media repercussions which have shaken some countries. Apart from the crisis due to the sovereign debt in the Euro Zone since 2010, there have been other political and social ones such as the unrest in North Africa, which removed the political leaders in Egypt and Tunisia, or the so-called movement in Spain, whose ostensible intention was to achieve more participative democracy. There is no doubt that in all of these situations a lack of confidence in the political powers and other institutions had a major role to play.
Do our institutions deserve our confidence? In a democracy, citizens delegate their goods and rights to different bodies. Therefore the institutions and organizations must attempt to satisfy people’s political, financial and cultural needs. Their role is to foresee and identify problems and opportunities for the efficient government of society. In keeping with this social function, the power-that-be must have authority, credibility and, above all, must create confidence. But how is this confidence created? Undoubtedly, one of the main challenges faced by the 21st century institutions and organizations is how to communicate effectively with the people in order to create confidence.
And what are the instruments for confidence? How are intangibles managed in the public sector? How is commitment fostered and how are the people involved in decision-taking? How is communication seen as a strategic element and the basis for confidence? The XXVII International Communication Conference, Congreso Internacional de Comunicación (CICOM) will analyse the new trends found both in practice and in the scientific production of the organizational communication. Thus, it will deal with basic concepts such as the social instruments of confidence, transparency, reputation, credibility, active citizenship, engagement or e-government.
From a multidisciplinary perspective centred on communication as a strategic element, this edition of the CICOM aims to debate the best means of transmitting confidence, together with the intangibles associated with it. The congress will be a forum for the exchange of opinions and experiences by Spanish and foreign academics, and for working professionals, who are interested in the communications policies of organizations as a tool to draw closer to their audience in an economically uncertain.
